General Position Information

The Night Shift Healthcare Officer (Registration & Billing) is a key administrative role responsible for ensuring the smooth and accurate execution of patient registration, billing, inpatient admissions, insurance claim management, and cashiering functions during night operations.

This position serves as a primary point of contact for patients, their families, and external stakeholders such as insurance providers during night hours. As such, the role requires a high level of professionalism, attention to detail, financial accuracy, and strong communication skills to manage operational demands effectively within a healthcare environment.

Employment Terms and Conditions

Employment Type: Full-Time (Contract)

Work Arrangement: 4 Working Days / 3 Rest Days

Working Hours: Night Shift, 8:00 PM to 7:30 AM

Monthly Salary: $2,700

Contract Duration: Until 30 June 2026, with an option to extend until June 2027, subject to individual performance and operational requirements

Position Objective

The primary objective of this role is to support seamless night-time healthcare operations by managing patient administrative processes accurately, transparently, and in compliance with established policies and procedures. The role also ensures that patients receive clear explanations regarding billing, financial arrangements, and insurance claims, thereby contributing to a professional and reliable patient experience.

Scope of Responsibilities and Duties

1. Outpatient Registration and Billing

The officer is responsible for managing all administrative processes related to outpatient services, including but not limited to:

Conducting comprehensive outpatient registration, including identity verification, collection of personal particulars, and accurate system entry.

Managing outpatient billing processes in accordance with services rendered.

Performing visitor management duties, including compliance with safety and operational procedures such as temperature screening.

Ensuring all patient information is accurately, completely, and promptly entered into the hospital information system.

Providing clear guidance to patients on healthcare financing schemes such as Medisave, MediShield, Integrated Shield Plans, as well as corporate insurance guarantees and claims.

Entering doctors’ fees and clinical details based on Doctors’ Letters of Certification in accordance with institutional requirements.

Monitoring documentation status and following up on outstanding or incomplete supporting documents to ensure administrative completeness.

2. Inpatient Admission and Billing

For inpatient services, the officer is required to:

Manage inpatient admission processes, including data entry, updates, verification, and system activation.

Perform financial counselling for patients or their next-of-kin, including explanation of estimated bills (AFHS), payment options, and financial obligations.

Obtain required administrative approvals and signatures as part of the admission process.

Collect inpatient admission deposits and escalate cases to the Executive where there are indications of bad debt risk or inability to provide the required deposit.

Perform additional administrative duties related to the maintenance, accuracy, and updating of inpatient records.

3. Cashiering and Financial Transaction Management

As part of cashiering responsibilities, the officer is expected to:

Prepare, present, and clearly explain itemised bills and charges to patients or their representatives.

Process various forms of payment, including cashless and electronic transactions, in accordance with institutional procedures.

Process refunds where applicable, ensuring full documentation and compliance with approval requirements.

Perform daily reconciliation of financial transactions handled during the night shift.

Prepare and submit daily shift closure and financial reports accurately and on time to supervisors or authorised personnel.

4. Insurance Claims Management and External Coordination

The officer will also be responsible for insurance-related matters, including:

Processing and following up on patients’ insurance claims, including both individual and corporate cases.

Liaising with insurance companies to ensure document completeness and to facilitate timely claim approvals.

Acting as a liaison between patients, internal departments, and insurance providers to resolve billing and claim-related issues efficiently.

5. Patient Service and Administrative Support

To maintain high service standards, the officer is required to:

Handle complex patient inquiries, complaints, and feedback related to admissions, billing, insurance claims, and cashiering matters escalated by the Business Office team.

Deliver professional, courteous, and empathetic service to patients and their families, particularly in sensitive or urgent situations.

Manage and monitor office supplies and counter inventory to ensure uninterrupted operations.

Respond promptly and appropriately to general inquiries received via internal and external mailboxes.

Provide additional administrative support, including assisting with specialist roster preparation and generating daily management reports.

Organisational Contribution

This role contributes directly to operational efficiency, administrative compliance, financial accuracy, and patient satisfaction. The accuracy of data management, integrity of financial transactions, and quality of service delivery provided by the Night Shift Healthcare Officer play a critical role in supporting the institution’s reputation and continuity of healthcare services during night operations.
